一、 村務(wù)公開(kāi)是指按照規(guī)定程序、時(shí)間、形式，將涉及村民利益的

重大事項(xiàng)入市公布于眾。

二、 村民委員會(huì)負(fù)責(zé)村務(wù)公開(kāi)制度的實(shí)施，接受村民監(jiān)督。

三、 村務(wù)公開(kāi)的基本內(nèi)容

1、 村經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃和年度工作計(jì)劃及目標(biāo)執(zhí)行情況。

2、 年度財(cái)務(wù)計(jì)劃及其各項(xiàng)收入和指出。

i still remember some people told me that in britain there was weather and no climate. during the same day, it might snow in the morning, rain at noon, shine in the afternoon and be windy before the night falls. so i think i was lucky.

i think the river trip was the best thing of all. london really came alive for me as we saw it from the thames during that wonderful journey down to greenwich. it was all tremendously exciting - a day that i shall never forget.

（1）以領(lǐng)導(dǎo)機(jī)關(guān)、群眾團(tuán)體的名義，在重大事件、紀(jì)念活動(dòng)、傳統(tǒng)節(jié)日里給有關(guān)單位、集體發(fā)出的書(shū)信。這種信有問(wèn)候、表?yè)P(yáng)、鼓勵(lì)的效果，如“五四”青年節(jié)給青年的公開(kāi)信等。這類信的格式與普通書(shū)信格式基本相同。出于公開(kāi)信的對(duì)象不只一兩個(gè)人，而是一個(gè)團(tuán)體、一類人，其內(nèi)容與寫(xiě)法有很大的不同。

①標(biāo)題。

②稱謂。針對(duì)發(fā)信的對(duì)象多寡和發(fā)信方式的不同，有的寫(xiě)集體的稱呼，有的寫(xiě)個(gè)人姓名。在稱呼之前，根據(jù)不同對(duì)象的身份特點(diǎn)，例如：“尊敬的”、“敬愛(ài)的”等字樣，寫(xiě)在第一行，頂格，稱呼后加冒號(hào)。

③正文。另起一行，空兩格開(kāi)始，內(nèi)容可分若干段落：一是寫(xiě)關(guān)懷、問(wèn)候、祝愿的話，給人以親切，溫暖的感覺(jué)；二是熱情贊頌收信人的品德、成績(jī)、貢獻(xiàn)及其影響，并讓收信者深切地感受到發(fā)信者對(duì)他們的關(guān)懷；三是根據(jù)收信對(duì)象的共同持征，提出要求、希望，鼓勵(lì)他們繼續(xù)沿著正確的方向前進(jìn)；四是以飽滿、熱烈的感情發(fā)出號(hào)召。

②開(kāi)頭。收信人的稱呼，多是用“同志們”、“朋友們”，有的是直接寫(xiě)姓名或職稱。頂格書(shū)寫(xiě)，后加冒號(hào)。

③正文。另起一行，空兩格。其內(nèi)容通常包括：?jiǎn)栴}的背景、原因；事件的經(jīng)過(guò)、結(jié)果；表明自己對(duì)人物或事件的態(tài)度，或者贊揚(yáng)，或者批評(píng)，或者提出某種主張、建議。

④結(jié)尾。寫(xiě)上表示祝愿的話，如“此致敬禮”、“妥否請(qǐng)參考”“祝進(jìn)步”等。署名另起一行，在右下方寫(xiě)發(fā)信單位或個(gè)人姓名，下邊寫(xiě)年、月、日。

如果登在報(bào)紙上，為了引起有關(guān)讀者的注意，可根據(jù)信的中心內(nèi)容概括一個(gè)準(zhǔn)確、醒目的標(biāo)題，標(biāo)題前邊可冠以署名，標(biāo)題后邊加“一封信”的字樣，標(biāo)題也可不署名，如《給***的一封信》，這就要在末尾署名。

注意事項(xiàng)

寫(xiě)好公開(kāi)信，有如下幾個(gè)問(wèn)題須注意：一是考慮需要與可能，的確有寫(xiě)公開(kāi)信的必要，確有實(shí)現(xiàn)公開(kāi)信所說(shuō)的目標(biāo)的可能；二是既要誠(chéng)心誠(chéng)意地將發(fā)表公開(kāi)信的理由告訴讀者，又要向讀者灌輸公開(kāi)信的基本思想，切忌夸大其辭；三是把握好發(fā)表公開(kāi)信的最佳角度及最佳時(shí)間，使公開(kāi)信取得很好的社會(huì)效果。
